This is a Federally funded project. Roadway Improvements to Halls Mill Road and Elton-Adelphia Road (CR 524), in the Townships of Freehold and Howell. The intent of this project is to construct roadway improvements to County Route 524. Halls Mill Road, and Edinburgh Drive; and to replace County Bridge Structures F-59, F-30 and F29. Project roadways will be widened to provide two through lanes and a center median or turn lane. Replacement of structure no. F-59 with a reinforced concrete culvert pipe. Replacement of structure no. F-30 with a precast rigid frame concrete culvert. Replacement of structure no. F-29 with a precast rigid frame concrete culvert. Modifications to the Lower Adelphia Dam adjacent to Structure No. F-29. Installation of new retaining walls. Excavation and disposal of a large volume of excess on-site material which contains naturally occurring vanadium. Construction of curb, ADA compliant curb ramps and sidewalk, driveway aprons and bicycle compatible lanes. Roadway drainage improvements. Construction of a median bio-swale, tow detention basins, and a NJDEP FHA net-fill mitigation area. Relocation of the existing utility poles and relocation and overhead utility lines (by utility companies). Relocation of underground gas, telephone and cable lines (by utility company). Relocation of a water main. Relocation of utility service connections. Modifications to the existing traffic signal at the Route 9/Edinburgh Drive intersection. Installation of a new traffic signal at the Halls Mill Road/Elton-Adelphia Road (CR 524) intersection. Installation of a new traffic signal at the Halls Mill Road/Three Brooks Road intersection. New signing and striping and Landscaping. Complete all work required for Substantial Completion in 1,037 days. Achieve completion in 1,107 days. Complete work at Lower Adelphia Dam by August 21, 2020. Complete work within easements at the Rutgers Research Farm by March of 2021.
